Character NAME: Belphegor
Canon & MEDIUM: Katekyo Hitman Reborn | Animanga
Canon PULL-POINT: End of the manga
Character AGE: 16
Character ABILITIES: Knife fighting skills. He has skills with throwing knives, and often combines this with a thin/barely visible wire to give him a wider variety of fighting techniques and strategies.
He also seems to have some ridiculous ninja-esk jumping skills. There's really no other way to describe a guy being able to jump off tall buildings and landing just fine, or hopping around from tree branch to tree branch the same way another person my casually stroll through the park.
Belphegor is also capable of using Storm Flames. Like most shonen series, Katekyo Hitman Reborn! has its own odd energy power system, and that would be the various types of "dying will flames" characters can fight with. Storm Flames in particular have strong offensive capabilities and can make things disintegrate/break apart on contact.
Character HISTORY: Belphegor's wiki page
The Varia Arc's wiki page (where Belphegor and his team are introduced to the series)
Character PERSONALITY: There's so much to say about Belphegor, or as he's often referred by, Bel, and very little of it puts him in a particularly pleasant light.
Belphegor doesn't seem to have the most generous attitude about people as a whole. While he's never given a medical diagnosis in canon it is abundantly clear that Belphegor is a sociopath. While it's typical defined by a disregard for the rights of other human beings, Belphegor takes this to a violent extreme and clearly has a whole slew of issues beyond that. While he functions just fine in normal society, and while he is visibly creepy with an unnerving laugh and an even more unnerving smile, most people wouldn't have any reason to actually fear him. He doesn't randomly attack people for no reason at all, and he's perfectly in control of his actions, though that doesn't mean he's not dangerous. He has no empathy for other human beings, and absolutely no problem going so far as taking a human life. It is not a case of him being desensitized to this kind of violence either thanks to a rough upbringing, as Belphegor is a prince and grew up in the lap of luxury. Despite this, at the age of eight he murdered his twin brother (who is later revealed to not be as dead as originally thought, making it an attempted murder) for no other reason than an innate dislike for each other. Belphegor claims to have murdered his entire family, and at the tender age of eight the young prince ran off to join the Varia, an elite assassin squad, for the simple reason that he was bored.
Now the Varia themselves are interesting characters. In a way the Varia are like a family, the most dysfunctional family you could possibly imagine, but a family none the less. The Varia often don't appear to like or respect each other much. They constantly insult and harass one another, Belphegor in particular being quick to speak ill of the other members. When a member of the Varia dies the other members really don't seem all that torn up about it, and Belphegor is actually disappointed when the Commander, Squalo, has managed to come out of a situation alive when the rest of them thought he'd perished. Yes, it's safe to say there is no love lost among the Varia at all. Despite this they are still a team. In the thick of battle they work together and support each other with very little question. While no tears would be shed if one of the members lost their lives, they do attempt to protect each other from that fate when fighting team battles. It's a strange relationship to be sure with a very fragile camaraderie, but somehow the Varia makes it work.
For Belphegor specifically there seem to be members he gets along with better than others. While he seems to be on decent (if you use this word in the loosest definition) terms with the resident illusionist, Mammon, his relationship with the rest of the team goes from tolerating their existence for the most part (Lussuria), to outright using as a pincushion for his throwing knives at the slightest provocation and actively threatening to murder (Mammon's sort-of temporary replacement, Flan). And then there's Xanxus, the boss of the Varia and possibly the only man who Bel really respects. There's a sort of strength and anger in Xanxus that seems to have earned him the absolute loyalty of his men, no matter how badly he treats them, and Belphegor is no exception. He thinks very highly of Xanxus' skills, and Xanxus is one of the only people Belphegor will actively praise when telling other people about his combat prowess. Yes, there's definitely a special kind of respect that Belphegor has for Xanxus that he holds for no other person on Earth.
Well... no one else but himself, of course. Belphegor seems to hold himself in high regard, often using the fact that he is a prince to explain why he's as capable as he, as well as an excuse to shirk responsibility for his own actions. In a more humorous part of the comic it's show that Bel refuses to apologize for stepping on people's feet or pay at restaurants on the basis that he's a prince, and therefore doesn't have to. He certainly thinks highly of his royal status, but it all comes down to thinking very highly of himself personally. Belphegor has a lot of confidence in his abilities and intellect, though he is also more than capable of telling when he's outmatched by an opponent (not that he'll admit this out loud, but he will retreat or hide as needed). Belphegor is the proclaimed "genius" of the Varia, and it's clearly a title he takes more than a little bit of pride in.
Now what does being the resident genius in a group of assassins mean? Well in a practical sense it means that Belphegor is one of the better tacticians of the group, at least when it comes to single combat. Belphegor fights with throwing knives and wires in tandem to strengthen his attacks. For example he'll string two knives together on a length of wire so when he throws them, even if the knives miss there is still a good chance that the wire will slice his opponent, or using dirty tactics like attaching a wire to his opponent before a battle so he can literally slide the knives down the length of the wire to his enemy and ensure a hit every time. Belpehgor doesn't exactly have a problem tossing knives directly into someone's turned back either. He's not exactly the most honorable man you could face in a battle, but he's a decently cunning one. He has good battle instincts, and usually seems very aware of his surroundings and how he can either use them to his advantage, or at least use them to his opponents disadvantage.
You see with all that pride and cunning Belphegor has a claim to being completely undefeated. The problem is that he's got a very skewed view of what counts as a victory and what doesn't. While in one battle with a boy known as Hibari, Belphegor was happy to run away when it became clear there was no way he could win the fight, claiming he'd already defeated him by drawing the first blood, he also went to dangerous extremes in another fight with a boy named Gokudera. Even when he was down and out and Gokudera was the clear winner, Belphegor would not allow him to take the object they were fighting over (a Vongola family ring), and eventually forced Gokudera to abandon the ring in order to escape a timed explosion with his life. He forfeited the fight as well, allowing Belphegor to claim a technical victory... as well as being caught in the explosion where his body was mangled and broken, though amazingly Belphegor was still alive.
While Belphegor typically has a strong desire to continue living, and has no problem weaseling his way out of situations and proclaiming technical victories where he's actually won jack squat, there are times where push comes to shove and he will put his very life in danger over a principle. Beyond that a battle where all the members of the Varia are participating won't be lacking their young genius either. Whether the odds are stacked against them or not, when the Varia do fight together Bel fights with them.
Finally there is one, little oddity about Belphegor's personality. Stepping back to his childhood for a moment and his twin brother, Rasiel. The two hated each other from the moment they were born, and constantly harassed each other. They physically assaulted each other, and one day after some dirty pre-fight tactics the brother's rock throwing escalated to knife throwing and Bel finally managed to slice his brother up enough that he was convinced the boy was dead for most of his life (he even states that he'd buried the body). After this little encounter it led to an interesting phenomenon with Belphegor. When someone manages to cut him and he gets a look at his own blood he loses control. Memories of the day he finally defeated his twin brother come flooding back in and he seems to get some sort of weird euphoric high off his own blood that reminds him so much of his twin. He enters a sort of semi-berserk state where he is especially vicious and dangerous, and god help anyone that's on the wrong end of one of his knives during this time.

Chosen WEAPON: A small set of his knives. While Belphegor keeps a number of knives on his person at any given time, there will be a small set of five knives in particular that will be given sentience (alternatively, I am fine with only giving one of his knives sentience if five is too many).
While Belphegor has excellent aim and typically only misses his mark when the target moves faster than his weapons, these knives will know instinctively where he wants them to go, even if it means changing their flight path mid-throw. Unlike the majority of his weapons that will function as is typical of a thrown weapon, these knives will become more responsive over time to Bel's mid-battle desires. If his target dodges left to escape the knives, the knives will begin to curve in the direction and follow the target like tiny homing missiles. The more time that passes the more ease they will have with changing direction like this during a battle.
Character INVENTORY: All the clothing he's wearing, which includes a snazzy jacket and a little princely crown/tiara dealio. As well as an absolutely plethora of knives and wire that he keeps with him at all times. You never know what you'll run into that needs a good stabbing.
His Varia Ring, which is a ring that enhances his flame capabilities as well as links to his...
Storm Mink a tiny battle animal that has the same Storm Flame abilities that Belphegor posses. It's technically a weapon, but more or less works the same way someone with a large and aggressive dog can say "sic 'em, boy".

Ahhh, is there always this much time between their missions? If they're going to send us on missions to fix all their problems they should do it quickly and get it over with. I'm a busy man who doesn't have time to play around in the future they ruined for themselves.

If they want their world back then they should stop wasting time in the past and just kill off the United Earth's leaders already. Problem solved. ♪
Just. Like. That. [ A slicing sound followed by a weird, hissing laughing. ]
Third PERSON: It had certainly been mildly distorting trip to the far future, and Belphegor had surprisingly enough been on his best behavior throughout the entire explanation given to him. Anyone with half a brain will at least wait and gather information than beginning an attack that could possibly not only eliminate anyone able to explain your current situation, but also hold the key to eventually sending you back home. Honestly, Belphegor hated to imagine what things would have been like if the long haired idiot second in command of the Varia had arrived here instead of him that fateful day.
And of course by hated to imagine, what he really meant was visualized the carnage he would have caused every day, positively gleeful about the idea that Squalo would have killed off anyone that might be of any help to him. Trapped in the future forever with no way of every going home. The rest of the Varia would finally be rid of the idiot.
It hadn't worked out that way, however. Instead Bel was the one trapped here, biding his time and ignoring the way so much of what these Exsilium people did wore heavily on his nerves. Belphegor didn't have problems taking orders from a leader of his choice, but he didn't choose these imbeciles, and he wasn't all that overwhelmed at how they wanted to use him. Their world was no concern of his, and if they'd been stupid enough to fall under an oppressive regime that was their own weakness. They deserved the fate they got, and he would sooner work for the United Earth that the people of Exsilium were so determined to bring down, than do their bidding. Though Belphegor had no real interest in being a flunky for the opposing side either.
For a prince Belphegor had little interest in politics, and certainly not of a world that had no bearing on his own life. If the United Earth wanted to come into his world and try to steal from his Earth then he would fight them then and there, sending them back to this useless shell of a world with their tail between their legs. Until then it wasn't his concern.
When all was said and done, however, it wasn't as if Belphegor could do much about the fact that he'd been brought here. He'd certainly tried to play pleasant at first and weasel information out of people, and when he hadn't gotten the answers he wanted he'd quickly turned to threats. That tactic hadn't worked out for him either.
Which was why he was now perched on the roof of a crumbling building as he plotted and schemed his next move. With the flick of a wrist he sent one of his untampered knives sailing through the air and skewering a particularly ugly songbird through the throat, giving him at least a little more peace and quiet to think. A genius like him could usually think well on his feet, but with a problem this big he'd need more time to reflect on a plan of action that would be guaranteed to crush those who'd tried to make him their pawn. He was a prince, and he would not be used in such a manner!
Yes, the people who brought him here would be sure to pay for the actions... as soon as he actually figured out how.
